DeBary City Commission Meeting Recap

In Wednesday’s regular city council meeting, the DeBary Council opened the first meeting of March with public participation from items not listed on the agenda. DeBary city locals expressed multiple concerns. One of these concerns was DeBary’s lack of schools to accommodate its ever-growing families. Yvette Best, a DeBary local, presented this issue to the council at the meeting.

“All of our area cities have many schools and continue to build even more,” said Best. “Do we really want to be known as the only city in Volusia County to have only one school?”

Among the approved consent agendas was the Parks and Recreation Department’s request for the council to approve the grant application submitted by the St. John’s River to Sea Loop Alliance for a matching grant of $500 from the City of DeBary towards their upcoming Family Fun Ride and Trail Celebration and staff’s request that the council approve the TFR Enterprises Inc. request for the first twoyear agreement renewal for debris removal, reduction and disposal.

The other approved consent agendas were the staff’s request for the council to retroactively approve the two Neel- Schaffer work orders for $15,000 and the second more recent in the amount of $19,260 for a total cost of $29,260, and waive the formal proposal procurement process for starting the construction work and the staff’s request that the council approve the continuing contract between the City of DeBary and DDS Enterprises, LLC., for concrete services.

Following was the first presentation made by the Rotary Club of DeBary, Deltona and Orange City made by Joe Hearn, the current president and Pat Northey, the past president. The second presentation was Zach Chalifour, CPA., James Moore & Co., P.L., Annual ComprehensiveFinancial Report for the Fiscal Year that ended September 30, 2024.

After presentations, was the approval of the finance director’s request for the council’s approval of Resolution No. 2025-02 to amend the fiscal year 2024-2025 budget. The council also approved the city manager’s request for the approval of Resolution No. 2025-03 for the formation, organization and operation of the DeBary Foundation, a Florida not-for-profit corporation formed exclusively for charitable and educational purposes. The city manager’s request was approved for the council to approve James W. Old to be the DeBary Foundation, Inc.’s first Chairman of the Board.
