Lake Mary City Commission March 5 Meeting

The Lake Mary City Commission completed its March 5 meeting in under an hour, which included several special presentations, purchase approvals and commissioner and deputy updates.

The commission recognized the Lake Mary High School girls soccer team for becoming back-to-back Class 7A state champions. Mayor David Mealor, City Manager Kevin Smith and the city commissioners presented the team members and coaches with City of Lake Mary Community Champion medals.

Two proclamations were made at the meeting. City Attorney Darren Elkind read one of them proclaiming March 16–20 Government Finance Professionals Week in Lake Mary, and Finance Director Brent Mason introduced the finance team members, who thanked the commission for its recognition. April 2026 was proclaimed Water Conservation Month in Lake Mary, and Mealor recognized Public Works Director Danielle Koury and her team for their water conservation efforts.

The commission unanimously agreed to end the current Developer’s Commitment Agreement between the City of Lake Mary and Lake Mary Church and execute a new parking agreement at the church.

The commission unanimously approved two purchase orders for the city. City Manager Kevin Smith presented information to the commission on a generator replacement for Fire Station 33, which included the approved purchase order request of $66,210 to Genset Services to execute the replacement. Smith also informed the commission of the approved purchase order request of $59,998.75 to Stevens & Stevens Business Records Management, Inc. for its document imaging services, which digitize paper records. This service would likely help manage and protect Lake Mary’s government records, which could help residents stay informed more easily with faster access to information.

Deputy Mayor Colleen Taylor and city commissioners Justin York, Jordan Smith and Nicholas Carlin commented during the mayor and commissioners report segment of the meeting. Taylor provided a recap of the meeting Lake Mary hosted for the Council of Local Governments in Seminole County, which brings together cities, school boards, citizens and other officials to address countywide issues. She said there was a redevelopment framework presentation for downtown Lake Mary and that Seminole County Schools provided an update on improvements at Lake Mary Elementary School.

Smith mentioned the last Metro Plan Orlando meeting, which is responsible for the local transportation planning process. These meetings are open to the public and generally take place at 9 a.m. on the second Wednesday of each month, according to the Metro Plan Orlando website.

York provided a brief statement acknowledging the retirement celebration of Sergeant Anthony Seda, who served the Lake Mary Police Department for 27 years, according to an Instagram post from the City of Lake Mary. The commission highlighted public safety staff in the meeting with Commissioner Carlin, who thanked the police and fire departments for their efforts.

No residents addressed the commission during the citizen participation segment of the meeting. However, meetings are always open to the public and will continue to be held in the evenings on the first and third Thursdays of each month.
