The Altamonte Springs City Commission held its regularly scheduled meeting on Tuesday, April 21st.
Finance Items
Altamonte Springs unanimously approved contracts totaling about $3.32 million to stabilize erosion along the Little Wekiva River and North of State Road 436 near Riverbend Drive, following damage caused by Hurricane Milton. Two contractors will carry out the work. Estep Construction, Inc. will handle the primary project sites, while Cathcart Construction Company – Florida, LLC will complete the alternate site.
According to a memo submitted by Chief Financial Officer Tara J. Culver and approved by City Manager Franklin W. Martz II, the total cost of the project is $3,318,957.91. Funding will primarily come from the U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS).
The project aims to address erosion threatening public infrastructure, including roads and stormwater systems, as well as residential properties along the river.
Out of 34 received approvals, city officials approved the solicitation of five construction groups to carry out individual projects that are valued under $750,000. According in a memo submitted by Culver and approved by Martz, an evaluation committee consisting of members from the Leisure Services Department independently evaluated the proposals and recommended awarding D&A Construction Group, Inc., LEGO Construction Co., Johnson-Laux Construction, LLC, A2 Group, Inc. and Sequel Developers, Inc. The vote was passed unanimously.
Dean Fathelbab was sworn in as Director of Growth Management. Martz said within two years of joining Altamonte Springs, Dean was recognized as a Shining Star for his positive impact on the Development Review Committee and the Growth Management Department.
“I hold the city very near and dear to my heart, and I strive to do the very best that I can to protect the city and help it grow,” Fathelbab said.
Public Hearings
A resolution to update the fiscal year budget of 2026 passed unanimously. The resolution added funding awarded by the U.S. Department of Agriculture Natural Resources Conservation Service (NRCS) for erosion control improvements within the Little Wekiva River, according to a memo compiled by Tara J. Culver, Chief Financial Officer and approved by Martz.
Request for Approval
Two Code Enforcement Board officers were approved to be reappointed to respective boards. Commissioner Reece nominated William (Bill) Phillips to be reappointed to the Code Enforcement Board April 30, 2026, through June 30, 2029. Commissioner nominated Meredith Willenbring to be reappointed to the Code Enforcement Board April 30, 2026, through June 30, 2029.
