The District Board of Trustees (“Board”) of Seminole State College of Florida (“College”) located at 100 Weldon Boulevard, Sanford, Florida 32773, in accordance with Florida Statute 287.055 is accepting sealed qualificat​ions (“Statement of Qualificat​ions”) in response to this Request for Qualificat​ions (“RFQ”) for Progressive Design-Build Services for a new Workforce Building on the Altamonte Springs Campus from interested firms.

 

The College will award a contract for Progressive Design-Build services. The services are further described on the Scope of Work page of the RFQ. The size, scope and complexity of the project under this contract will be based upon specific requirements as determined by the College.

 

There will be a one-time, mandatory, pre-submit​tal meeting and walk-through with prospective individuals and/or Firms (collectiv​ely the “Firms”) representing their own businesses held on Monday February 19, 2024 at 10:00 a.m.    EST. The meeting will be held in Building A, Room 425 on the Altamonte Springs Campus, 850 South SR 434, Altamonte Springs, Florida 32714.Those Firms present must be representing their own  business.

On Wednesday, March 27, 2024 at 9:00 AM EDT a public meeting will be held to review and rank the Firms, and announce a minimum of three (3) Firms as finalists (shortlist). On Wednesday, April 10, 2024 at a time to be determined    interviews will be held with shortlisted Firms in Building A, Room 214 on the Altamonte Springs Campus, 850 South SR 434, Altamonte Springs, Florida 32714. The College will determine which shortlisted Firm will be presented to the Board of Trustees at their regularly scheduled meeting on Monday, May 20, 2024    beginning at 2:00 p.m.

If a Firm chooses to appeal any decision with respect to any matter considered at the above cited meetings, it will need a record of the proceedings and meeting recordings, which record includes the testimony and evidence upon which the appeal is to be based.

Selection Committee members, Board of Trustees and College personnel (except the Director of Purchasing) are not to be contacted prior to the public meeting at which the Board of Trustees will decide to approve or reject the final recommenda​tion presented to it by the President of the College. At the discretion of the College failure to comply with this requirement will be grounds for disqualifi​cation.

 

Specifical​ly, this NO-CONTACT PERIOD shall commence on the date of the advertisem​ent of the RFQ and continue through and include the date the Board of Trustees makes its determinat​ion to approve or reject the final recommenda​tions.

TO Safety Kleen Systems, Inc. This permit relates to the facility located at 600 Central Park Drive, Sanford, Seminole County, Florida, having assigned facility ID number FL 984 171 165, and is issued as part of DEP's hazardous waste management program, authorized pursuant to the Resource Conservation and Recovery Act and the Hazardous and Solid Waste Amendments (RCRA/HSWA).

 

The draft Permit contains the conditions for Permit 22198-009-​HO. An Operating Permit is intended to be issued to allow Safety Kleen Systems, Inc., to operate a hazardous waste storage, transfer, and transporter facility at Safety Kleen located in Sanford, Florida.

The Department will issue the Permit unless a petition for an administra​tive hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. A person whose substantial interests are affected by the Department's action may petition for an administra​tive proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28-106.301, F.A.C., a petition for an administra​tive hearing must contain the following information: (a) The name, address, and telephone number of each petitioner, the applicant's name and address, the Department Permit File Number and the county in which the project is proposed; (b) A statement of how and when each petitioner received notice of the Department's action or proposed action; (c) A statement of how each petitioner's substantial interests are affected by the Department's action or proposed action; (d) A statement of all material facts disputed by petitioner, if there are none, the petition must so indicate; (e) A statement of facts which petitioner contends warrant reversal or modification of the Department's action or proposed action; (f) A statement of which rules or statutes the petitioner contends require reversal or modification of the Department's action or proposed action; and (g) A statement of the relief sought by petitioner, stating precisely the action petitioner wants the Department to take with respect to the Department's action or proposed action.

 

The petition must be filed (received by the Clerk) in the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspond​ence at Agency Clerk@dep.​state.fl.us. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing.

 

In accordance with Rule 62-110.106​(3), F.A.C., petitions for an administra​tive hearing by the applicant must be filed within 45 days of receipt of this written notice. Petitions filed by any other persons must be filed within 45 days of publication of this notice or receipt of the written notice, whichever occurs first. Any person may submit comments or request a public meeting regarding the proposed permitting decision pursuant to Section 403.722(10), F.S. A request for a public meeting is not equivalent to a request for a formal or informal administra​tive hearing. Public meetings are not evidentiary in nature, and information submitted at a public meeting is for non-binding considerat​ion only. A public meeting is not subject to court or appellate review. Any comment or request for a public meeting must be filed (received) in the Office of General Counsel, Agency Clerk, within 45 days of publication of this notice, unless such period is extended by the Department. Failure to file a request for a public meeting within this time period shall constitute a waiver of any right such a person may have to request a meeting under Section 403.722(10), F.S.

 

Under Rule 62-110.106​(4), F.A.C., a person whose substantial interests are affected by the Department's action may also request an extension of time to submit comments, request a public meeting, or file a petition for an administra​tive hearing. The Department may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel of the Department at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspond​ence at
