Rule Title: Student Code of Conduct
Purpose and Effect: Worked with conduct taskforce comprised of representatives from Student & Academic Affairs on changes. Updated language on DEI in general expectations. Language was added/edited/removed due to certain prohibitions including academic misconduct, alcohol, arson & fire, battery, dress, drugs, firearms & lethal weapons, guests, hazing and soliciting. Information was added on medical emergencies.
The following language was added to the Policy after the Board’s first reading on June 19th due to new statutory requirements per HB 1521 which took effect on July 1, 2023:
Unauthorized Use of a Restroom or Changing Facility
It is prohibited for any student to willfully enter a restroom or changing
facility designated for the opposite sex and refuse to depart when asked by any administrative personnel, faculty member, security personnel or law enforcement personnel, except as otherwise provided in section 553.865, Florida Statutes.

Purpose and Effect: The District Board of Trustees of the Seminole State College of Florida (the College) has authorized the President of the College to promulgate procedures to ensure compliance with legal requirements as well as ensure efficient and effective operations. The process for “adopting, amending, and/or deleting procedures” is codified in College Procedure 1.0100. The attached chart lists the procedures approved by the President for 2022-2023. Section 120.52(16), Florida Statutes, defines agency rules to include both “policies and procedures”.
