PUBLIC NOTICE

 

The Arkansas Department of Transportation found over 200 dead crows on highways recently, and there was concern that they may have died from avian flu. A pathologist examined the remains of all the crows and, to everyone's relief, confirmed the problem was not avian flu.

The cause of death appeared to be from vehicular impacts. However, during analysis it was noted that varying colors of paints appeared on the bird's beaks and claws. By analyzing these paint residues it was found that 98 percent of the crows had been killed by impact with motorbikes, while only 2 percent were killed by cars.

The DOT then hired an ornithological behaviorist to determine if there was a cause for the disproportionate percentages of motorbike kills versus car kills.

The ornithological behaviorist quickly concluded that when crows eat road kill, they always have a look-out crow to warn of danger.

They discovered that while all the lookout crows could shout "Cah," not a single one could shout "Bike"

NOTICE OF PROPOSED AGENCY ACTION

 

The Florida Department of Environmental Protection (“FDEP”) gives notice that it proposes to approve a Conditional Site Rehabilitation Completion Order (“CSRCO”) in reference to FDEP Site ID # BF590702001, L. D. Plante, Inc. Site, 2950 Railroad Avenue, Oviedo, Florida 32765. Complete copies of the CSRCO are available for public inspection online at OCULUS, the FDEP’s online document management system or during normal business hours 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays at the FDEP Central District Office, 3319 Maguire Blvd, Suite 232, Orlando, Florida 32803.

 

A person whose substantial interests are affected by the FDEP’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rules 28-106.201 and 28-106.301, F.A.C. Petitions must be filed within 21 days of publication of this notice. The petition must be filed (received by the Clerk) in the Office of General Counsel of the FDEP at 3900 Commonwealth Boulevard, Mail Station 35, Tallahassee, Florida 32399-3000, or via electronic correspondence at Agency_Clerk@dep.state.fl.us. The FDEP’s proposed agency action shall become final unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition.
